Community Infrastructure Levy (CIL)
CIL overview
The Community Infrastructure Levy (CIL) was introduced under the Planning Act 2008 and generally applies to developments that result in the creation of 100sqm or more of new floorspace, or the creation of a new dwelling.
Annual CIL rate summary
Community Infrastructure Levy (CIL) rates are subject to annual indexation to ensure they remain aligned with changes in construction costs over time. The indexation value applicable for planning applications that have become CIL chargeable in 2026 is 400.

Hounslow CIL charges, payment and instalment policy
Borough CIL (BCIL): Hounslow Council adopted its Borough Charging Schedule on 24 July 2015. Any planning permissions granted after this date are liable.
Mayoral CIL (MCIL): From 1 April 2019, the Mayor of London implemented a revised Charging Schedule for the Mayor's CIL, this is known as MCIL 2. The effect of this in Hounslow is that liable developments will be charged at £60/sqm. Please see the link below for further information:

Hounslow CIL allocation
When we receive money raised from the Hounslow Community Infrastructure Levy (CIL) we allocate:
- 5% towards covering CIL administration costs
- 15% for neighbourhood proportion to spend on local community projects
- 80% for strategic infrastructure projects
Neighbourhood CIL
- We allocate 15% of CIL funds collected to projects which are recommended by the local area’s communities
- Currently, the local proportion of CIL is administered by the Community Partnerships Unit as part of the Thriving Communities Fund
Strategic CIL
- External partner organisations to the Council can raise an Expression of Interest (EoI) to bid for Strategic CIL. EoI’s are reviewed by the Council and if successful, applicants are then invited to submit a full bid. The full bid is assessed by the Council through a set of criteria, with successful assessments put forward for allocation recommendation to be approved annually by the Council’s cabinet.
- The criteria used for the assessment of the full bid, aligns with the IDP and local plan.
- This is wholly an annual process.
