Responsible dog ownership protection order (Borough wide / area specific)
In response to feedback from local residents, we've introduced a new Public Spaces Protection Order (PSPO) to help reduce anti-social behaviour related to dogs.
The new PSPO started 30 September 2025 and will be enforced from 1 March 2026. This order will end on 29 September 2028 unless renewed before that date.
It covers 7 requirements and restrictions for dog owners and dog walkers. Some of these had been in place under previous regulations and are now consolidated in this new order.

What are the requirements?
1. Dog exclusion zones
It is prohibited to take any* dog into any designated space. These include:
- children's play areas
- fenced sporting areas
- fenced war memorial areas
- Grosvenor park – fenced nature area
- Lampton Park – Remembrance garden
- Turnham Green – Remembrance garden
- Areas marked in red on the map within Bedfont Lakes Country Park
- Areas marked in red on the map within Hounslow Heath
*Exemptions apply to any:
- blind person with their guide dog
- disabled person who uses a dog for assistance, trained by a member of Assistance Dogs UK or any other UK registered charity whose activities include the training of dogs
2. Lead requirement zones
Anyone in control of a dog must keep it on a lead in all designated spaces. These include:
- Cemeteries and churchyards
- Areas marked in red on the map within Bedfont Lakes Country Park
- Areas marked in red on the map within Hounslow Heath
- All of Northcote nature reserve
3. Leads-on-request
You must put and keep any* dog on a lead when directed to do so by a Civil Enforcement officer or other authorised council staff.
They may only give a direction if necessary to prevent a nuisance or disturbance to any other person or animal.
The restrictions apply borough-wide.
*Nothing in this section applies to a person who is deaf, in respect of a dog trained by Hearing Dogs for Deaf People (registered charity number 23358) and upon which they rely for assistance.
4. Maximum number of dogs
It is prohibited for any person to walk more than 4 dogs at any given time. This restriction is borough-wide.
5. Dog fouling
Anyone* in charge of a dog must immediately clear up any poo that the dog has produced. This requirement is borough-wide.
*Exemptions apply to any:
- blind person using a guide dog for assistance
- disabled person who uses a dog for assistance
- disabled person who, due to their impairment, is unable to pick up their dog's faeces.
6. Bag requirement
Anyone* in control of a dog must be able to produce a poop scoop and/or disposable bags any time. These requirements apply borough-wide.

- disabled person who uses a dog for assistance
- disabled person who, due to their impairment, is unable to pick up their dog's faeces
7. Commercial dog walkers prohibited from Brent Lea and Stamford Brook Common Recreation Grounds
Commercial dog walkers are prohibited from Brent Lea and Stamford Brook Common Recreation Grounds.
Why are these restrictions necessary?
The restrictions are designed to ensure that all Hounslow residents and visitors can enjoy our public spaces.
We consulted widely on this issue twice in August 2023 and January 2025.
The overwhelming response showed support for the introduction of the PSPO to address safety concerns and disruptive behaviour, including uncontrolled dog walking and dog fouling.
What happens if you fail to comply with this order?
Civil Enforcement Officers and other authorised officers can issue a Fixed Penalty Notice (FPN) to anyone who does not comply with the rules.
The person believed to have committed the offence will have 14 days to pay the fixed penalty of £100, failing which they may be prosecuted.
Any person who repeatedly commits an offence against the new rules and regulations may be liable to be prosecuted and, on summary conviction, to a fine of up to £1,000.
