Transport Strategy

Our latest Transport Strategy was adopted at full council on 25 March 2025.

Informed by two phases of consultation with residents and partners in 2024/25, the strategy sets out our ambitious vision for a transport network in the borough that is safe, inclusive, efficient, healthy, clean and green.

Context for the latest strategy

Since the previous version of our Transport Strategy was published in 2019, the borough and how we live had changed substantially, with changes including:

  • more varied travel patterns in a post-pandemic world
  • a cost-of-living crisis
  • the declaration of a climate emergency

The relationship between transport, public health and equalities outcomes had also become more pronounced. Recognising this, we worked on producing a more relevant and accessible strategy.

You can read the full Transport Strategy and its Execuitive Summary, along with the current Local Implementation Plan (LIP).

The LIP details how the transport strategy will be delivered in line with Transport for London (TfL) policies. Historically, the transport strategy and LIP were combined into one document. We now separate these documents, allowing the transport strategy to more clearly set out the overarching vision, objectives and focus areas. The LIP will be updated in line with TfL's requirements when requested to do so.

Sustainable Travel Action Plans

Our Transport Strategy is a high level document, which is supported by action plans to help deliver the strategy's goals. See: Sustainable Travel Action Plans
