Alternative provision (AP)
Alternative provision (AP) is education arranged for pupils who are unable to attend a mainstream school setting. This may be due to exclusion, medical needs, social or emotional challenges, or other complex situations. AP ensures that these pupils continue to receive a suitable, high-quality education tailored to their individual needs.
Supporting pupils with medical needs
All children with medical conditions, whether physical or mental, are entitled to appropriate support within the educational setting. Schools must ensure that these pupils can:
- participate fully and actively in school life
- maintain their health
- achieve their academic potential
Governing bodies are responsible for ensuring that the arrangements in place meet statutory obligations. This includes the effective implementation of relevant policies, procedures and systems to support pupils with medical needs.
Statutory framework
Under Section 19 of the Education Act 1996, local authorities are legally required to arrange suitable education for pupils who are unable to attend school due to health-related reasons.
This provision ensures that no child is disadvantaged in their learning due to medical circumstances.
Identification criteria
Pupils may be referred to the alternative provision team when there is clear, documented evidence from a qualified health professional indicating that the child is unable to attend full-time mainstream education due to health needs.
To be eligible for support through this pathway, the pupil must:
- be of compulsory school age
- live in Hounslow
- have missed 15 or more school days (consecutively or cumulatively) due to health-related issues

Types of alternative provision
AP can be delivered in a variety of settings, including:
- Pupil referral units (PRUs): Local authority-maintained schools that provide education for children who cannot attend a mainstream school. In Hounslow, Woodbridge Park Education Service is maintained by the local authority.
- Independent or specialist AP providers: These may offer specific services, for example with a focus on specific needs such as trauma, SEND, or behavioural support.
- Therapeutic or vocational settings: These combine education with therapeutic input or practical, work-related learning to support personal development and employability.
- Online or blended learning environments: Digital platforms that offer flexible, remote learning opportunities, often used for pupils with medical needs or anxiety-related school refusal.
