Apply for a resident parking permit
There is a different type of permit if you live in a Zone R controlled parking zone near Twickenham Stadium. See: Apply for an event day Zone R parking permit
To apply for a new resident parking permit you need to provide both:
- proof of residency
- proof of vehicle ownership
We will ask you to upload files, which need to be:
- no larger than 3MB
- in either pdf, jpeg, jpg or bmp format
Proof of residency
To prove your residency, you need to provide two of the following, showing your name and address:
- confirmation of Council Tax registration, either with a:
- current Council Tax bill
- recent Poll Card
- letter authorising us to check the Council Tax or Electoral Register on your behalf (view an authorisation letter template (PDF))
- utility bill (gas/elecricity/water/landline) issued within the last three months
- photocard driving licence
- tenancy agreement
Proof of vehicle ownership
To prove your vehicle ownership you need to provide one of the following:
- vehicle registration document (full)
- V11 car tax renewal
- hire/lease/Motability agreement
- letter from employer (company car)
We reserve the right to request additional evidence to support an application, or to withdraw a permit if the relevant proof is not supplied.
Register for online permits
You need to set up an account when you apply for a permit for the first time. To do this:
- Select ‘Apply for a resident parking permit’.
- Select ‘Register.’ You will then need to create a username and password.
- Provide your email address. You will receive an email to verify your account.
- Once verified, you can log in and apply for the permits you need.
Apply for a resident parking permit
- Any person who has one or more outstanding Penalty Charge Notices (PCNs) with the London Borough of Hounslow will not qualify for a permit, until such time as the PCNs are paid in full. This excludes cases that are at appeal with the Independent Adjudicator.
- A 50% discount is offered for the first vehicle where they meet the government road tax band A and B low emissions.
- If the overall height exceeds 2.27 metres and/or the length exceeds 5.25 metres you will not be eligible for a permit.
- When a permit is due for renewal the holder will be sent a renewal reminder. When renewing please allow at least ten days for processing. If the permit has already expired then a new application will need to be completed.
- The permit is only valid for the vehicle registration number shown on the permit.
- Residents’ parking permits allow the holder to park in Resident and Shared Use Bays (where Residents’ parking permits are acceptable) within the Controlled Parking Zone shown on the permit. They are not valid on any other type of restriction.
- The issue of a permit does not guarantee a parking space.
- Residents’ parking permits are valid for one year.
- If the permit is surrendered you will qualify for a pro-rata refund if three months or more are left to the expiry date. This is subject to a £20 administration fee.
- If you no longer reside at the address for which the permit is issued and no refund is applied for, we reserve the right to cancel the permit if another individual provides proof of occupancy for the same address.
