Climate Change Supplementary Planning Document

This emerging Supplementary Planning Document (SPD) will facilitate the delivery of sustainable, zero carbon buildings which are adapted to the changing climate by providing detailed advice on building fabric and services. This complements the broader design guidance for new developments set out in the Hounslow Character, Sustainability and Design Codes SPD (2024).

What we are proposing

The draft SPD sets out guidance for developers who build new homes, offices and other buildings in the borough, on how to ensure that new and refurbished buildings have net-zero carbon emissions and are suitable for the way the climate is expected to change in the future.  It will support delivery of London Plan Policy S12 (Minimising greenhouse gas emissions) and Local Plan policy EQ1 (Energy and carbon reduction), playing a crucial role in shaping future development to help the borough and ensuring that local people can live, work and thrive in sustainable, healthy, and well-designed places.

The current draft of the SPD is being updated to reflect consultation responses and will be adopted September 2025. The final version of this Supplementary Planning Document, once adopted, will be used in the assessment of planning applications for all new development in the borough.
