Definition and types of noise nuisance

Construction noise

The hours where noise is permitted in relation to construction and building works (and which are set out in the Control of Pollution Act 1974):

  • Monday to Friday: 8am to 6pm
  • Saturday: 8am to 1pm
  • Sundays or Bank Holidays: No noisy work permitted

In some circumstances, dispensations can be granted, so these times can differ.

We monitor construction activities to minimise pollution caused by noise, dust and other nuisances. Construction sites are in the open and often near existing residential accommodation.

Section 61 consent

Section 61 consent allows contractors to carry out construction works at specific times and under agreed conditions to help manage noise and disturbance.

As a resident or business, you can refer to a map to see what has been approved in your area.

How to use the map

You can either:

  • use the search bar to enter a postcode, street name or area
  • zoom and pan around the map to locate a specific site

Each marker represents a construction site with approved Section 61 consent.

View consent details

You can then select a marker to see:

  • the site address
  • approved start and end dates
  • permitted working hours
  • type of works
  • any specific conditions or restrictions

These are the times and details that have been formally agreed.

It may constitiute a breach if works appear to be taking place either:

  • outside the approved hours or dates
  • in a way that does not match the consent conditions

Report a breach

If you believe works to be breaching consent, you can report a noise nuisance.

When reporting, you need to tell us:

  • the site address or map reference
  • the date and time of the activity
  • a description of what you observed
  • any supporting evidence (for example, photos or recordings, where safe to obtain)

Please note:

  • The map only shows works that have been granted Section 61 consent.
  • Not all construction works require Section 61 consent.
  • Emergency works may be carried out without prior consent.
  • The information displayed reflects approved consents at the time of publication and may be updated.
