Rogue landlord hit with £81k fine for renting illegal outbuilding

Hounslow Council has successfully prosecuted a landlord for the illegal construction and residential use of an outbuilding at 16 Worthing Road, Hounslow.

Rajinder Singh Pander, of Windsor, Berkshire, was fined a total of £81,043.88 following sentencing at Isleworth Crown Court on 23 December 2025.

The outbuilding failed to meet basic planning, housing and residential standards and was wholly unsuitable for people to live in. Occupants were forced to live in cramped and substandard living conditions, giving rise to serious concerns about their health and wellbeing.

Mr Pander continued to ignore the Council's instruction that the outbuilding was unsafe, and the Council served an Enforcement Notice requiring the demolition of the outbuilding.

The rogue landlord ignored the Enforcement Notice and the outbuilding remained standing and continued to be used unlawfully as rental accommodation.  

At court, the Judge found the offence to be at the higher end of negligent culpability. A fine of £14,000 was imposed, reduced from £21,000 to reflect a one-third credit for a guilty plea, alongside £7,547.15 in costs. The total financial penalty imposed was £81,043.88.

This prosecution continues our clear message that we will not tolerate landlords who put profit before people’s safety. This outbuilding was wholly unsuitable for residential use and should never have been occupied.  We always take robust enforcement action against those who choose to flout the law and undermine residents’ safety.
