Treatment of Outliers
Providers highlighted as outliers from deploying the process described above were discussed through a multidisciplinary group of LA officers to ensure that they were being treated consistently, transparently, and fairly. Hounslow endeavoured to retain as much data as possible due to the small sample size. No providers or provider data was removed from the care home submissions.
Future modelling and exercises would need to consider additional data from relevant other local authorities, benchmarking, or alternative open book approach exercises to further enhance outputs robustness and validity. DHSC guidance on appropriate benchmarking was not available for this exercise.
