Captical Call Scheme

We have launched a consultation on the future of the Capital Call scheme.  

We are proposing to close Capital Call, an assisted transport service that was set up in 2003 to supplement Taxicard, which is a subsidised taxi and minicab service for people who have difficulty using public transport.

Capital Call is available to Taxicard members (who registered before 2015) who live in 10 London borough where there’s historically been a shortage of available taxis. These 10 boroughs are: Bexley, Ealing, Enfield, Haringey, Hillingdon, Hounslow, Lambeth, Lewisham, Merton and Southwark.  

Over time, the availability of taxis grew in these 10 boroughs and became consistent across London. Additionally, both Taxicard and Dial-a-Ride have sufficient capacity for all Capital Call journeys so there isn’t the same case now to operate the service as there was in 2003.  

By closing Capital Call, we can redirect this funding into other assisted transport services including Dial-a-Ride. We can also use the savings to further promote these services, and ensure more people are aware of them and can use them.  

We believe that closing the service would: 

  • Have no impact on Capital Call users, as all Capital Call trips can be absorbed by both Taxicard and Dial-a-Ride, with any potential impact informed by the consultation. We are using this consultation to help us better understand how the proposed closure would affect people who currently use it.
  • Enable us to use funds saved from Capital Call to raise awareness of Taxicard and Dial-a-Ride, and improve those services  

We plan to provide members with more details of how they can utilise our existing services - Taxicard and Dial-a-Ride. We will also provide workshops and phone line support to overcome any concerns and issues they may be experiencing following the transition from Capital Call.
