This decision is about approving the school term dates and holiday dates for council‑run and voluntary controlled schools in Hounslow for the years 2027–2030. The Local Authority has a statutory duty to set these dates.

The proposed calendar was created by considering:

  • Legal requirements for how long the school year must be
  • Dates used by nearby councils, to make things easier for families and staff who live or work across boroughs
  • Feedback from schools, unions, and other groups
  • The need to give everyone (schools, staff, students, and parents) clear information well in advance

Once the dates are approved, schools will be able to plan things like staffing, lessons, attendance, and day‑to‑day operations in an organised and timely manner.

Updated West London Waste Plan: Regulation 19 Consultation and Submission to Secretary of State for Examination

Borough Council are asked to approve (and Cabinet to note) the 'proposed submission' version of the updated West London Waste Plan (WLWP) for the final round of public consultation (known as the 'Regulation 19' consultation).

Full Council are also asked to delegate authority to the Director of Planning and Buildings for various matters, including submission of the proposed submission version to the Secretary of State for examination before the Government's 31st December 2026 deadline. More details will be outlined in the Cabinet and Borough Council reports.

Adult Social Care - Advocacy Hub Procurement

The London Borough of Hounslow currently commission an advocacy hub service provided by Powher, which has been commissioned to support the prevention focus and empower Hounslow residents to express their views, make informed decisions regarding their lives and assist them to achieve their rights and entitlements and adhere to our statutory duties.

In line with legal duties, we will need to run a competitive tender to ensure that we continue to provide advocacy for vulnerable residents across Hounslow in a variety of settings. The intention is to run a procurement programme to commission an advocacy hub for a total of 5 years, at an estimated total cost of £1.5M.

Development of Therapies Framework for Children with Special Educational Needs and Disabilities

A new commissioning arrangement for Children's Therapies is needed across our schools to align with the one Hounslow banding model. A Framework will therefore be developed that enables mainstream schools to buy-in speech and language and occupational therapy services for children with special educational needs and or disabilities, at set rates.
