West London Waste Plan Refresh - Regulation 18 Consultation The West London Waste Plan (WLWP) is a joint waste plan taken forward by 7 waste planning authorities in West London: LB Brent, LB Ealing, LB Harrow, LB Hillingdon, LB Hounslow, LB Richmond upon Thames, and the Old Oak Common and Park Royal Development Corporation (OPDC). The WLWP 2015 is being reviewed to ensure it remains up to date (covering a period to 2041) and is in accordance with national policy and general conformity with the London Plan 2021. Cabinet is asked to approve the draft new WLWP for publication with supporting documentation as part of the first round of statutory consultation (‘Regulation 18’ consultation), and to note the findings of the evidence base and other supporting documents.

Housing Assistance Policy - Disabled Facilities Grant The Disabled Facilities Grant is a statutory service provided by the Council to deliver grant funded adaptations within the Private Sector, i.e. owner occupiers, private rented, Housing Association. In order for the Council to provide additional support / grants to vulnerable people the Council must have a Housing Assistance Policy. We are asking Cabinet members to approve the new Housing Assistance Policy. |

Hounslow Homecare Procurement Give authority to officers to commence procurement for the reconfiguration and retendering of the homeless and mental health supported housing services with an annual budget of £2,288,262 per annum and total eight-year budget of £18,306,096 over a contract term of five years with the option to extend by three years. Delegate authority to the Director of Commissioning in consultation with the Lead Member for Adult Social Care, Public Health and Health Integration to: - Agree the final configuration of services to be procured in accordance with the Contract Procedure Rules; and take all necessary steps to negotiate, agree the terms of and award the contracts within the approved budget envelope to the successful bidders, including entering into any associated contractual and property legal documentation. |

Renewal of Inter-Authority Agreement with HB Public Law The council’s legal service is provided by HBPL through an agreement which is due to expire at the end of March 2026. Contract for provision of agency workers Our current contract for the provision of agency workers is set to expire at the end of March 2026. We need to ensure that we have a contract for temporary staffing so as to secure preferential rates and availability of agency workers. Our current contract is through Adecco under the terms of the MSTAR3 (Managed Services for Temporary Agency Resources) framework. An MSTAR4 framework, has been properly let and awarded in line with a pan London agreement negotiated through London Councils. |
