Hounslow Council has submitted its emerging Local Plan to the Secretary of State for independent examination – marking a major milestone in shaping the future of the borough to 2041.
Published: Friday, 27th June 2025

The Plan outlines an ambitious and sustainable vision for development across Hounslow, supporting regeneration, delivering much-needed affordable homes, creating jobs, and tackling the climate emergency.
The submission follows two rounds of extensive public consultation in 2023 and 2024. Hundreds of residents, businesses, and community organisations took part, helping shape a Local Plan that truly reflects the priorities and potential of Hounslow’s diverse communities.
Key facts about the Local Plan:
- It will deliver at least 28,800 new homes by 2041, contributing to national housing targets.
- Sets a strategic affordable housing target of 50%, with 70% of this expected to be social rented.
- Allocates around 56 hectares of employment land, supporting 20,000 new jobs across the borough.
- Supports regeneration, infrastructure, and placemaking in growth areas like the Golden Mile and West of Borough.
- Embeds strong sustainability and environmental standards, helping Hounslow meet its net zero targets and improve access to green space.
Cllr Tom Bruce, Deputy Leader of the Council and Cabinet Member for Assets, Regeneration and Development, said:
The submission of our Local Plan is a significant milestone for Hounslow and reflects years of work, collaboration, and input from our residents and partners.
I would like to sincerely thank all those who took part in the consultation process – including our local community groups, residents, and ward councillors. Your voices have helped shape a Local Plan that balances growth with fairness, sustainability, and local character.
This Plan sets out a bold, deliverable vision for the future of our borough – one that will provide more affordable homes, green jobs, improved infrastructure, and thriving neighbourhoods for years to come.
An independent planning inspector will now be appointed to examine the submitted Plan. Public hearings as part of the examination process are expected to take place later this year.
