Right to buy

This privacy notice covers the processing of your data when you apply for the Right to Buy (RTB) Scheme.

Information we collect

In order for us to provide the statutory service it is necessary to hold and collect personal information about you.  We will need to hold the information provided to us in the RTB application form and the additional form to enable us to process your RTB application.

As part of our obligations in connection with processing we may need to contact you from time to time and request further information to support, validate and process your application.

We may also receive personal information about you indirectly, from another source. This may include:

  • Financial information
  • Previous council tenancies

Why we need your information

The purpose of holding this information is to enable the Homeownership team to

  • Process RTB applications as required under Housing Act 1985 part 5

Who your information may be shared with (internally and externally)

In the course of processing your RTB application, we will contact various departments in the council and also forward your details to our external contractors for valuations/conveyancing purposes. We also contact external agencies for any required information to prevent fraud.

How long will we keep your information?

The length of time we hold data for completed RTB sales is 12 years (General Disposal Guidelines for Local authorities Ref 7.17 and 7.29.)

For unsuccessful applications, we keep the data for 7 years.

For us to monitor trends, we will retain non-personal data indefinitely. This information will be completely anonymised and will not be linked to any specific individual or association.

How we store your information

Your information is securely stored and only accessible to staff who need it to process your requests. The Council takes information security very seriously and has a number of policies, procedures and processes to ensure the confidentiality, integrity and availability of all information we hold.

How can I request for my information to be removed from the register?

If you want your personal information taken off our database, please contact the London Borough of Hounslow's Home Ownership team on 020 8583 3721 or via email on Home.ownership@hounslow.gov.uk. Please note, we will remove personal data upon request but if you request this to be done during progression of the case, we will not be able to process your application.

Transfer outside the EEA

We use 'BOX' to store your files. BOX is a US based cloud storage service and information held on it is transferred outside of the EU/EEA. BOX participates in and has certified its compliance with the EU - US Privacy Shield Framework, which allows the secure transfer of data.

Data Matching and Auditing

We are required by law to protect the public funds we administer. We may use the information you provide to us for the prevention and detection of crime. We may also share this information with other bodies that are responsible for auditing or administering public funds including the Department for Work and Pensions, other local authorities, HM Revenue and Customers and the Police.

The council uses data matching as a way of processing large volumes of information. While this can be a useful way of detecting fraud, it also enables us to identify information that is inaccurate or out of date, helping us comply with Data Protection law, while improving service provision.

As part of the council’s fraud prevention and detection activities, the council participates in the National Fraud Initiative (NFI). The data matching exercise is run by the Cabinet Office. You can find more information about this on our data protection section. 

Your rights

The Council tries to be as open as it can be in terms of giving people access to their personal information.

The data protection law also gives you the following rights:
