The Focused Issues Review (FIR) of the Adopted Local Plan (Volume 1) Regulation 18 Consultation is now closed

Consultation on the Focussed Issues Review of the Local Plan (Volume 1) ran from Wednesday 5th October to Wednesday 16th November 2022. The Council thanks all those who participated in the consultation for their time and valuable input. Your responses are now being considered by the Council.

Why is Hounslow Council undertaking a focussed issues review of the adopted Hounslow Local Plan 2015 (Volume 1)?

Hounslow Council is undertaking a narrowly focused review of its adopted Local Plan 2015 which proposes limited changes affecting a small number of policies in the plan. The Council considers that these changes are necessary to ensure that the plan is up-to-date, in compliance with the London Plan 2021 and reflects its relationship with the emerging strategy set out in the local plan reviews for the Great West Corridor (GWC) and West of the Borough (WoB).

What was the focus of the consultation?

The review is titled a 'Focused Issues Review' (FIR) because it focuses on only a limited number of updates to the Local Plan 2015 relating to the matters set out below.

- Issue 1: Amendments to policies to align with national policy and legislation, and the London Plan 2021 relating to:

  • Theme 1: Town Centres
  • Theme 2: Economic Development
  • Theme 3: Sustainable Mixed Communities
  • Theme 4: Environmental Quality
  • Theme 5: Enhancing Connectivity

- Issue 2: Extension of Plan period to align with the emerging Site Allocations Plan (Volume 2), West of the Borough Plan (Volume 3) and Great West Corridor Plan (Volume 4)

- Issue 3: Minor amendments to the plan to explain the relationship with the emerging strategy in Volumes 2, 3 and 4

- Issue 4: Minor amendments to the plan to update reference, where applicable to the latest London Plan, deletion of supporting facts, tables, figures and Notes that are not required in a Local Plan and minor punctuation/spelling corrections for clarity and consistency

For the avoidance of doubt, the vast majority of the Local Plan 2015 will not be amended. Please note that any representations which fall outside of the subject area of the consultation are not likely to be considered.

What is a Regulation 18 consultation?

This is the first stage of consultation on the Focussed Issues Review, undertaken under Regulation 18 of The Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended). The Regulation 18 consultation is the first opportunity for the community to have their say on the FIR. You will have further opportunity to comment on the FIR at Regulation 19 stage, before the amended version of the Local Plan (Volume 1) is submitted to the Secretary of State for independent examination.

Representations are no longer being accepted

The consultation is closed and representations are no longer being accepted.  For reference, the ways in which people could submit a representation are explained below.

Participants were able to respond by completing an online survey for the FIR Local Plan 2015.

Please note that the consultation is now closed and the survey remains accessible to view only for transparency and reference purposes. Completed surveys will not longer be accepted. 

For participants who were not able to access to a computer, paper versions of the surveys could be obtained by contacting the Council.

The Council also accepted comments in writing to the Spatial Planning Team by email or post.

Consultation Event

As part of the consultation, we held a drop-in session and workshop to give members of the public the opportunity to speak to planning officers from the Council, and to find out more about the plan. This took place at the following venue on the date shown below.

- 7th November 2022 in Hounslow House, 7 Bath Road, Hounslow, TW3 3EB

  • Drop-in session- 16:00 - 20:00
  • Workshop- 18:30 - 19:30

Were paper copies of the document available to view?

Paper copies of the FIR Local Plan document and supporting documents were also available for inspection at the Hounslow Council Libraries listed below.

What were the consultation dates for the FIR Regulation 18 consultation?

The consultation was open from Wednesday 5th October to Wednesday 16th November 2022.

What are the next steps after the consultation closes?

Your feedback will be considered by the Council and will be used to help inform the amendments we are making to the Local Plan (Volume 1). We will then publish an updated version of the FIR with any revised amendments and a Consultation Statement, having regard to your feedback, and seek your comments on this again (Regulation 19 stage).
