Two brothers have been prosecuted and fined thousands of pounds for illegally renting out an outbuilding.

Jagtar Singh Chokkar, of Maswell Park Road, Hounslow and Mukhtiar Singh Chokkar, from Sutton Coldfield, repeatedly ignored warnings from Hounslow Council’s enforcement team not to use the building in Ash Grove, Heston, for separate residential purposes.

An enforcement notice was first issued to both men in 2009 and in 2010, the outbuilding’s cooking facilities were removed. But a site visit by Council enforcement officers in 2016 revealed that the building was occupied by a family of three, who were paying the men £1,000 per month in cash for rent.

Officers found the occupants, one of whom was a pregnant woman, living in cramped and unsanitary conditions.

Both brothers pleaded guilty at Ealing Magistrates Court on 21 August and were fined a total of £9,052.72.

Councillor Steve Curran, Leader of Hounslow Council, said: “Despite repeated notices issued to the men, they carried on regardless and were making a profit on the back of vulnerable people.

“Not only was this illegal, it was clear abuse of our residents and the Council won’t tolerate this. The men were clearly taking advantage of a family by asking them for rent to live in what were sub-standard facilities. People living in accommodation like this are trapped as they often have no other choice.

“We class this as anti-social behaviour and anyone who ignores our notices and requests, will be dealt with in the strongest way possible and like in this situation, could face prosecution.”
