Council encourages considerate construction as hours extended

Hounslow Council is encouraging construction companies to have consideration for residents in light of the Government’s introduction of temporary extensions to construction working hours.

The Government brought in this extension to enable safe working and social distancing on all building sites.

The Council is seeking to strike a balance between supporting the resumption of the local construction industry whilst maintaining Covid-19 social distancing and protecting the needs of residents.

There are still safeguards in place to protect the Council’s residents from being unreasonably disturbed by noise and vibration.

Hounslow Council’s regulations and powers which restrict noisy building and construction works remain unchanged. The hours where noise is permitted in relation to construction and building works (and which are set out in the Control of Pollution Act 1974) remain unaffected by these temporary changes.

The hours of operation continue to be:

  • Monday - Friday, 8am-6pm
  • Saturday - 8am-1pm 
  • No noisy works on Sundays or Bank Holidays

Hounslow Council has been instructed to loosen planning controls around certain developments but resident amenities will be accounted for within that request.

Councillor Steve Curran, Leader of Hounslow Council said, “We understand that longer working hours may be needed on construction sites to facilitate social distancing and ensure safety of the workers. As a community we need to work together to support this important part of community infrastructure.

"At the same time builders and developers need to be mindful of resident’s health and wellbeing. Where possible they should try and engage affected residents keeping in mind social distancing guidelines.”

Complaints concerning noisy working after permitted hours will be investigated by the Council and may result in the service of a notice under the Control of Pollution Act 1974, which puts formal controls on the hours of operations on any site.
