Home Energy Conservation Act 1995 (HECA) reports

The Home Energy Conservation Act 1995 recognises local authorities ability to use their position to improve the energy efficiency of all residential accommodation (such as owner-occupied, privately rented and social housing) in their areas.
 
The Act requires all 326 English local authorities to report on what is being done to improve energy efficiency in all residential accommodation in their area and to report to the Secretary of State on progress in implementing the measures. Authorities are required to publish these reports every two years.
 
Hounslow’s HECA reports set out the energy conservation measures that the authority considers practicable, cost-effective and likely to result in significant improvement in the energy efficiency of residential accommodation within the Borough.
