5 April 2022: 

The Inspectors' Post Hearings Letter dated 17th December 2021, set out a number of tasks for the Council to undertake, including a body of work to identify and allocate sufficient sites to meet Gypsy and Traveller and Travelling Showpeople needs over the new plan period. Since then, the Council's Spatial Planning Team have undertaken a targeted 'call for sites' exercise, seeking sites that could provide for the borough’s accommodation needs for Gypsies, Travellers and Travelling Showpeople over the new plan period. The targeted call for sites ran from Tuesday 8th March 2022 to Tuesday 5th April 2022. 

Sites were submitted to the Council using either the Council’s online Call for Sites Tool or our Call for Sites Response Form

Next steps: The development potential of sites submitted to the Council will be assessed using the Gypsy Traveller and Travelling Showpeople Site Allocations and Capacity Assessment Addendum Methodology. Following completion of site assessments, the updated work will be integrated into the Site Allocations and Capacity Assessment to produce a Gypsy and Traveller and Travelling Showpeople Addendum to the Study.

2 February 2022:

The Inspectors have acknowledged receipt of the Council’s letter of 31 January 2022, and await the Council’s progress on the actions set out therein, with a view to organising further hearing sessions once those tasks have been completed.

31 January 2022:

The Examination Library has been amended to separate the Submission Documents that were submitted for Examination on 14 December 2020 and Examination Documents that have been produced following the Local Plan Reviews submission date. In addition, Examination Documents issued by the Inspectors to the London Borough of Hounslow are displayed separately under Inspectors' Documentation. These separate sets of documents can be viewed in the following sections of the Examination Library:

17 December 2021:

29 November 2021:

The Inspectors closed the public hearings on Monday 29 November. The hearings ran for three weeks opening on Tuesday 9 November, and were held as hybrid sessions taking place on the 6th floor of Hounslow House (Room 6.10) and livestreamed through the Hounslow Council Youtube Channel.

22 November 2021:

15 November 2021:

5 November 2021:

The examination hearing sessions for the Hounslow Local Plan Review will take place from 9 November 2021 to 26 November 2021, on Tuesday, Wednesday and Thursday of each week during this period, commencing at 9:30am on each day of sitting. An additional hearing session will be held on Monday 29 November, should it be required.  

All of the hearing sessions are public events and will take place on 6th floor of Hounslow House (Room 6.10) however, due to the venue arrangements during the COVID-19 pandemic and limits on room capacity, those wishing to observe are strongly advised to do so via Hounslow YouTube livestream by clicking the link below. Please also see below the Hearing Timetable which has been updated to include those participating.

18 October 2021:

14 October 2021:

14 September 2021:

The Inspectors issued their Matters, Issues and Questions for the Focussed Hearing Sessions, Guidance Note for the Focussed Hearings and Draft Hearings Programme.

The Guidance Note for the Focused Hearings includes the following important deadlines:

Deadline for all those wishing to speak at the hearings sessions

Those with previous representations made in response to the Regulation 19 consultation who wish to speak at the relevant focussed hearing sessions should confirm this to the Programme Officer in writing via the contact details on this page by 5pm on Friday 8 October 2021, stating which session(s) they wish to speak at.

Deadline for submission of written statements for all of the matters identified

Written statements from the Council and other participants in relation to Matters, Issues and Questions should be sent to the Programme Officer. The deadline for written statements for all matters is 5pm on Tuesday 12 October 2021.

The Inspector

The Secretary of State has appointed G J Fort BA (Hons) PGDip LLM MCD MRTPI and Gareth Wildgoose BSc (Hons) MSc MRTPI to carry out the Independent Examination to determine whether the London Borough of Hounslow Local Plan Review is sound.

The Programme Officers

Helen Wilson has been appointed as the Programme Officer for the examination to deal with all procedural and administrative matters and an additional Programme Officer, Carmel Edwards, has also been appointed and can be contacted should Helen Wilson be unavailable. The programme officers are independent from the council and report directly to the Inspector. They are responsible for the day-to-day organisation of the examination and will act as a channel of communication between the Inspector and all parties, including the council officers and representatives.

Hearing sessions

The focussed hearings sessions form part of the Examination at 6th floor Hounslow House, 7 Bath Road, Hounslow, Middlesex TW3 3EB:

  • The hearings open on Tuesday 9 November 2021 at 9:30am with the intention of sitting until Thursday 11 November 2021 that week.
  • The second week of hearings will resume on Tuesday 16 November 2021 until Thursday 18 November 2021.
  •  A third week of hearings will commence on Tuesday 23 November 2021 and is scheduled to end in person on Thursday 25 November 2021.
  • A further virtual only hearing via Microsoft Teams is scheduled to take place at 10am on 29 November 2021 to allow an appropriate level of contingency at this stage.

The Examination Library contains a list of documents submitted for examination and background documents that have informed the production of the submission version of the Hounslow Local Plan Reviews. It also contains documents relating to the examination and will be updated as the examination progresses.

Representations received will be sent to the Planning Inspector. The Planning Inspectorate privacy notice provides advice about how the Planning Inspectorate will process any personal information. It is very important that you read and consider these notices carefully because they explain how your personal information will be used and stored.
