Street parking - zones

Controlled Parking Zones (CPZs) are areas in which a consultation has defined a boundary for parking controls.

A traffic management order sets out the controls and the way in which parking is permitted. It also specifies the control hours.

It is designed to accommodate residents, local business needs, customers, visitors and commuters.

Control is implemented through the use of specific parking permit bays/places (resident, business, carer, visitor and medical permits), pay and display bays and meter bays.

Parking restrictions are shown by signs placed on all vehicular entry points to the zone. Where parking is allowed within the zone, signs will be placed depicting which restriction/control is in place

There will usually be no sign for a yellow line where the restrictions are the same as on the entry signs. Signs are only required where the restrictions are different from those on the entry signs.

Residents do not necessarily have a right to park outside their homes and if legal parking is not available then alternative legal parking must be sought in the surrounding area.

Twickenham RFU Event area parking

The Twickenham RFU Event area/Controlled Parking Zone (CPZ) is like any other CPZ, but only operates on specific dates when there is an event

The zone is signed like any ordinary CPZ with a sign on every vehicular entry point to the zone. These signs depict the dates and times of the next event and must be consulted if wishing to park within the area.

On event days all restrictions within the zone are enforced by parking attendants(known as Civil Enforcement Officer) who will issue penalty charge notices to illegally parked vehicles.

The restrictions include yellow lines and permit only bays.  Outside event dates, restrictions do not apply unless there is a specific timeplate covering the restriction.

Penalty charge notices issued within this zone are higher than the standard fees in Hounslow. Less serious parking offences will be fined £80 and more serious offences fined £120. There is a 50% reduction for payments received within 14 days.

New CPZs

If you think that a CPZ is needed for your area, contact us. We will keep your request until a number have been received from the same area, after which a report will be presented to the respective area committee to seek funding and approval to consult on a CPZ. Alternatively if residents get together and submit a petition requesting a CPZ, the petition will be reported to Committee, again requesting approval for funding and consultation.

It is unlikely that a CPZ will be introduced for a single street only, simply because all this will do is displace the parking problem onto a nearby adjacent street. For a CPZ to be effective it has to be introduced on an area wide basis so that the potential for displacement is minimised.
