We now use CCTV cameras to enforce parking and traffic contraventions.
The scheme is part of a wide-ranging programme of measures aimed at improving reliability and punctuality of public transport and to reduce congestion and pollution.
Drivers who park illegally or use bus lanes during hours of operation can cause an obstruction to other motorists and delay public transport.
Enforcement by CCTV helps to reduce congestion, improve public transport and acts as a reliable and evidence-based function of the appeals process. We also use CCTV to improve public safety.
Equipment that can be used for the enforcement of parking contraventions via CCTV is regulated by the Traffic Management Act 2004 and the associated legislation.
The 2004 Act provides a system approval scheme for CCTV systems used for parking enforcement known as “Approved Device Certification”. All systems used for the enforcement of parking contraventions must be certified by the Department for Transport (or its appointed agents) under this scheme.

Fixed camera sites
We provide CCTV across the borough to enforce parking and bus lane restrictions. Relevant camera enforcement signs are displayed in these areas to raise awareness to the motorist that they are entering an area where CCTV is active. In addition to this, signs are displayed at entry points to the borough.
Mobile CCTV van
The mobile CCTV van can observe vehicles which do not comply with the restrictions whilst being driven or stationary. Evidence of the offence is recorded by an onboard CCTV camera and then reviewed by another officer prior to the Penalty Charge Notice (parking ticket) being sent out to the registered keeper of the vehicle.
The vehicle will initially concentrate on enforcement of school keep clear zigzags, bus stops, pedestrian crossings and vehicles parked on the pavement in areas where it is not permitted.
