Hounslow's vision for private sector housing over the next four years is to improve the quality of life for our residents by providing safe, warm and affordable housing through the delivery of services, advice and support for the private sector.
The Private Sector Housing Strategy 2006-2010 sets out those steps that the council intends to take to promote, influence and direct the provision of housing within the private sector housing market.
A key factor which will enable us to achieve our vision in this area of work lies in our ability to regulate conditions within the private rented sector, which makes up nearly 20% of all private sector homes in the borough.
Our function is to improve the standard of private sector properties and we have a statutory duty to ensure rented properties meet the minimum standards required by law.
All councils must have policies in place that clearly set out the purpose of enforcement and when and why it should be used. Our enforcement policy informs people who own and occupy private rented accommodation in the borough of what they can expect from us.
The policies aims are:
to meet the council's legal obligations to private sector residents
to improve housing conditions in the private sector and protect the health and safety of private sector residents
to encourage working in partnership with relevant departments, agencies, businesses and individuals to ensure any action is well coordinated
to ensure a fair and consistent approach to regulation
