Local councils have a duty to protect the welfare and health of livestock or farm animals.
In order to discharge these duties effectively, Hounslow’s Animal Control Service has arranged for these services to be provided by experts from the Corporation of London, based at the Animal Reception Centre at Heathrow.
We must ensure that certain legislation is complied with. This broadly covers:
the welfare of livestock
the movement of livestock
slaughter and export arrangements
the control of animal diseases (foot and mouth for example)
the control of zoonoses (diseases transmitted to man via animals) such as anthrax and rabies
preparation of contingency plans to protect animal health in case of disease outbreaks
If you keep any animals that are normally recognised as livestock, such as cattle, pigs, sheep, or goats (even as pets) then you need to notify us of the animals that you keep and ensure that you comply with the legislation.
You will also need to inform Animal Health (formerly the State Veterinary Service).
If you move any of the above animals, except cattle, onto your premises then you need to advise us of this within three days.

Welfare of pets
The Animal Welfare Act 2006 has updated previous law concerning the welfare of pet or companion animals. It is still illegal to cause unnecessary suffering but pet keepers now also have a duty of care towards their animals.
Any concerns about the welfare or mistreatment of pet animals should be directed to the RSPCA.
