Best value is the framework established by the government in 1998 in its white paper, Modern Local Government: In touch with the people.
Provision in the Local Government and Public Involvement in Health Act 2007 remove the requirement for best value authorities to compile and publish an annual best value performance plan (BVPP) as of 2008/09.
The national indicator set is a key element of the new performance framework for local government, as outlined in the local government white paper Strong and Prosperous Communities (October 2006).
In April 2008 the BVPIs were replaced with the new National Indicator Set, a single set of 199 indicators, so performance from 2008/09 will be covered by these new arrangements.
