The Community Plan was supported by five area plans, developed by and belonging to each of the five individual area committees. The area plans represented local aspirations and were driven by the area committee councillors in their role as community leaders. These plans also covered the period 2007 to 2010.

Previously, performance on these plans was monitored by central government through the Local Area Agreement – a set of indicators and targets on which performance was measured. This requirement was replaced by the Single Data List by the current government.
