Re-provision of adult mental health day services

We worked in partnership with NHS Hounslow to review how adult mental health day services are provided across the borough.

Our services aim to:

  • support recovery and management of mental health conditions;

  • maintain emotional stability;

  • achieve an improved quality of life;

  • prevent deterioration of mental health; and

  • allow individuals to remain living in the community as independently as possible.

What services are currently available?

  • Star Centre - The Star Centre board has announced that the centre will close on Thursday 30 June 2011. The funding for this centre will be included in the tender process detailed below.

  • Open Door Project - The Open Door Project is a third sector, drop-in service based in Feltham. The project provides group support, counselling and a range of activities for people in Feltham, Hounslow and the surrounding areas.

  • Canal House - Canal House is an in-house community support and day resource centre. The centre is open 6 days week and provides services for people with severe and enduring mental health problems. The community services directorate is currently consulting on plans for this service as part of its efficiency savings plan.

  • Number 10 Project - Number 10 Project is an in-house, user led service for people with mental health issues. The project offers a drop-in and user led groups, supported by a project co-ordinator employed by the council.

Why change the current model?

  • It does not provide value for money

  • There is a lack of strategic overview and direction

  • There is inconsistency in provision

  • There is an over reliance on traditional building-based services, which are limited in their ability to deliver community integration and recovery-oriented outcomes

What is proposed?

We propose that the most effective approach to delivering local services, is by using a ‘hub and spoke’ model. This is where one building acts as a central base combined with satellite services spread across the borough. This not only ensures maximum geographical coverage, but also promotes community integration and access to mainstream activities.

When will this happen?

We plan to run a tendering process over this summer, with a new provider(s) in place by October 2011. A transition period will follow to ensure that there is no break in service.
