As part of our ‘Biking Borough’ programme and with help from local cyclists, the council has identified a number of small changes that could be made to our streets, which would help make cyclists’ journeys safer, quicker and comfortable.
One of the schemes that was identified is the need to improve the segregated cycle lane along Mogden Lane and to better link this route to other facilities for cyclists in the area.
Our proposals are set out on the attached plans.
In summary (heading east to west):
designation of footway heading north from Northcote Avenue to the existing crossing of Twickenham Road (north of Mogden Lane) as shared use for pedestrians and cyclists. A new drop kerb to facilitate access to this facility from Northcote Avenue would be installed.
the traffic light controlled crossing over Twickenham Road to be upgraded to a Toucan crossing, allowing cyclists to legally ride across.
shift backwards the existing planted area on the northern side of Mogden Lane (nr junction with Twickenham Road) is to provide a wider space which will be designated shared use for pedestrians and cyclists.
provide a ‘raised entry treatment’ (where we raise the level of the carriageway to the same as the footway) at all the junctions between the residential roads and Mogden Lane - namely Briar Close, Mann’s Close, Trevor Close, Beaumont Place.
removal of the trees or lampposts directly in the middle of the segregated cycle facility along Mogden Lane as they not compliant with existing design guidance for cycle tracks.
at the point where the current segregated cycle lane finishes (with cyclists expected to rejoin the carriageway and navigate the Tesco Roundabout), it is proposed we reduce some of the grassed area and to widen the hard surfacing, and designate this section as shared use for cyclists and pedestrians.
it has been proposed that we repeat this process on the footway heading west from the Roundabout (on Whitton Dene Road) until the point it joins the current shared use facility at Glen Walk.
Together the proposals will:
allow cyclists to legally travel from the 20mph zone area around Worple Road (and specifically Northcote Avenue) off-carriageway and without needing to cross the road at any point to access the popular shared-use tracks through the Mogden works (for Isleworth) and at Glen Walk (for Hounslow town centre).
ensure that cyclists do not need to navigate round the Tesco Roundabout which can be intimidating for beginning/returning cyclists; and
improve facilities for mobility impaired pedestrians (e.g. in wheelchair or with a buggy) and cyclists heading along Mogden Lane through provision of raised entry treatments. These also have a proven wider safety benefit by reducing vehicle speeds.
The results from this consultation will be reported back to ward councillors who will make a decision on whether to proceed with this proposal or not.
