A Pavement Café licence is a licence granted to food premises such as café/restaurant/bar allowing the management of such premises to place tables and chairs on a public footpath in front of the premises to sell refreshments.

The holder of the licence for the premises should be the occupier or someone who is concerned in the conduct or management of the business. This may be a company, as in the case of large chains of restaurants or an individual in the case of a single shop.
Application for a licence must be on the form supplied by the Council, which has to be obtained from the Licensing Team at London Borough of Hounslow. A notice must be displayed at the premises giving details of the application. Specimen copies of these notices are supplied. The reason for this is to make people in the area aware of the application so that they have an opportunity, if they wish, to comment on the application.
The licence fee must be paid at the same time as the application is submitted to the Council. The licence for a new application only, will be decided by the Licensing Sub-Committee at a meeting. The applicant and any one who has objected to the application may attend the meeting and put their views to the Councillors if they wish. When granted, a licence expires at the end of March each year when it must be renewed.
You need to make sure you submit 2 plans for the proposed area of the pavement you wish to be licensed, giving the measurements of the area applied for.
Once the council receives your application, we carry out a 28-day period of consultation, with the Community Environment Team, Borough Planning Department, Ward Councillors from the application area, the Police, Fire Authorities and local residents.
After the consultation period has lapsed the application is taken to the Licensing Committee to decide whether the licence should be granted.
A Pavement Café licence fee is currently £347.00. Cheques or Postal Orders should be made payable to the London Borough of Hounslow.
A Pavement Café licence lasts for a 6 month period.

Winter Licence 1st November to 30th April
