Hounslow Council

Massage and special treatment licences

Special treatment premises will require a licence, issued by the council, in order to carry out or intend to carry out the following treatments:

  • Massage

  • Manicure/pedicure

  • Acupuncture

  • Tattooing

  • Sauna

  • Cosmetic piercing

  • Light/laser

  • Electric (Ultraviolet light, electrolysis, etc.)

  • Facials

  • Other such similar treatments - a list of which can be downloaded from this page

It is illegal to offer special treatments without a valid Special Treatment licence for the premises.

A Special Treatment licence lasts for one year, from 1 April to 31 March in any given year.

A Special Treatment licence is issued to the premise where treatments are offered.  Any beautician, manager, franchise or secretary of a company may apply for a Special Treatments licence for the premise.  Identity cards are issued to practitioners who carry out the treatments.

We have reviewed our terms and conditions for 2014/15 and you are advised to fully read these. These are available to download from this page together with a short summary which outlines the changes and requirements for 2014/15.

In some instances premises may be exempt from licensing, for example:

  • Medical practitioner duly registered by the General Medical Council and similar persons

  • Premises not being used for gain or reward (i.e. charges not being made or special treatments)

  • Nursing homes and hospitals

A list of those organisations that are exempt from special treatment licensing can be donwloaded from this page.
