This means someone who:
  1. Is in employment for the purpose of learning trade, business, profession, office employment or vacation; and
  2. Is studying for a qualification accredited by the National Council for Vocational Qualifications; and
  3. Receives a reduced rate of pay due to being an apprentice; and
  4. Receives a gross pay which does not exceed £195.00 per week (before deductions)
The trainee is regarded as undertaking training from the day on which that course or programme begins to the day that it is completed or s/he abandons it or is dismissed from it.

Please provide a copy of 2 months wage slips or 4 weekly as evidence of pay and a letter from the occupant’s employer confirming the studying of the NVQ, course start and end date.

In order to qualify as a student for Council Tax purposes a person must be enrolled on a full time course of education at a prescribed educational establishment. A full time course of education is one:

  • which involves at least 21 hours a week of periods of study, tuition, work experience or a combination of such periods during term time, and
  • the course is a specified course

In order to discount this person, please provide a valid stamped student certificate from your university. The certificate must state the following information:
  • Start/end dates of the course
  • Name of the course
  • Number of hours of study per week (at least 21 hours) and weeks per year (at least 24 weeks per year)
  • We can take the words full time if hours and weeks are not entered, as long as the 1992 LGFA is mentioned
  • Name and address of college/university
  • The college/university stamp must be displayed on the certificate (or if customer service have signed to say they have seen the embossed stamp we can accept this)
Discount description
To be disregarded the person must be undertaking a qualifying course of education. A qualifying course of education is one which:
  • Lasts for more than 3 calendar months.
  • Is at or below the following - A level, ONC or OND, the Higher Grade of the Scottish Certificate of Education, Scottish Vocational Qualification level 3, ONC or OND.
  • Not a correspondence course.
  • Not undertaken as a result of the person's office or employment.
  • Tuition, supervised exercises, experiments, projects or practical work etc is normally carried out between 8.00am and 5.30pm.
  • A person is undertaking such a course throughout both term times and vacations from the date the course begins to the date it is completed, abandoned or the individual is dismissed from it. The person is no longer considered to be undertaking such a course if s/he becomes an apprentice or a youth training trainee.
  • Is normally required to study at least 12 hours per week in term times.

A person is disregarded for Council Tax purposes if that person is associated, within the meaning of the Visiting Forces Act 1952, with a body, contingent or detachment of the forces of a country, to which the Act applies.

A person has a relevant association with a visiting force if he or she is:
  • a member of that force, or a member of a civilian component of the force or
  • a dependent of a member, provided that the dependent is not a British citizen or is not ordinarily resident in the UK.
